Summary/Abstract: The aim of of this article is to present the barriers to the implementation of the urban component of the cohesion policy under existing law planning. For this purpose, there were analyzed documents containing guidelines for urban policy of the European Union and the Polish system of spatial planning with particular emphasis on the Law on Spatial Planning and Development in 2003. A proposal that urban policies formulated and adopted by the Polish government without major changes in the law governing planning document will be without much practical significance comes from the analysis of the above-mentioned documents. The most important changes that should be introduced in the Polish system of spatial planning should include a prohibition of any building in the areas not covered by the development plan, the inclusion in a realistic way of local communities in decision-making planning and enhancing the protection of open spaces in urban areas. Without these changes the implementation of the urban component of the cohesion policy will be just another attempt to raise funds from the EU without being able to achieve the strategic objectives for which these funds were intended.
