Summary/Abstract: ”Inclusion and exclusion” concept has reached the Romanian vocabulary and, also came into use since 2002 year, by the sense of the National Project against The poor and stimulating social inclusion. Measures to support the social inclusion of the vulnerable grups are included into the human ressorces field and concern: ensignement nursery schools, civic education, prevention of failure and dropout; permission a new chance favorite teaching, a new company into opportunity in education, information for adults, the elimination of gender discrimination, supporting civic organisms involved heavily with the problems of working with employment, the fight against discrimination and inequalities in the labor market. The National Development Project is a political document (planning) community on strategic and financial long-term priorities, purpose and direction for the stimulation of economic growth, social country, the realization of economic and social cohesion social priorities agenda Lisabonne. Regarding the development strategy of human resources and the fight against social exclusion of the National Development Project in Romania for Roma and people with disabilities, it is considering the possibility of adapting the workforce the constraints of the labor market and sustained combat social exclusion. It also offers a series of priorities for the education system in areas with underprivileged social groups, disadvantaged, there is investment in sustainable structures governing the institutions for effective management, policies, measures also reduce regional imbalances the labor market.
