Summary/Abstract: This article attempts to verify how performance appraisal is being applied in Lithuanian civil service personnel management in accordance with the theoretical models of performance evaluation and the best practice of Western countries. In order to arrive at the thorough conclusions, a short description of methods used for performance appraisal and problems of performance-related pay is followed by the analysis of the 1st and 2nd Lithuanian civil servants performance evaluation, exercised in 2002. An exhaustive research let us draw inferences that performance appraisal system in Lithuania is still incomplete and imperfect, first of all because its criteria, methodology and procedures capacitate huge evaluation subjectivity. Performance evaluation is still perceived as a pure formality, which is determined by inconsistencies of the reform in public administration. It is not completely connected to and even distorting principle of equal career opportunities. Moreover, performance-related pay also fails in its object as it is unusually enlarged in comparison to that in Western countries.
