Summary/Abstract: Transformations of the modern economy, including in particular the processes of globalization and the associated new challenges require greater activity of the state than ever before in supporting knowledge and human capital. This article attempts to prove the thesis of the significant role of the state in creating the conditions for the development of knowledge and human capital in response to new challenges of the globalizing economy, both in the economic and social terms. The author assumes that the development of knowledge and human capital should be seen not only in the context of the significance it has in the process of growth and development of the economy, but also as a neutralizing factor for contemporary social problems, which in effect become economic problems, reducing the opportunities for better use of today’s most important resource that is human capital, as well as their knowledge and skills.
