Summary/Abstract: The ability of economies to meet the requirements of competition is today a key challenge for national welfare states in the process of globalization. Preparing to meet these challenges is one of the main reasons of interest in rationalizing and even in social constraints of the state’s functions. One of the fundamental challenges for welfare states refers to the fact that globalization and competitiveness of economy forces on one hand the need to reduce costly welfare functions, and on the other, due to the generation of new social problems, an increased social activity of the state. Now social policy of the state has to look for methods to reconcile efforts to increase competitiveness and create conditions for social security and social solidarity.
