Summary/Abstract: Currently, together with the economic and social crisis, the most important is the concept of the crisis of the welfare state. Among the reasons for change, and even the need of the limitation of the welfare state, above all there is an imperative of competitiveness and economic development, requiring less redistribution of income. The scale and allocation of redistribution, no matter how necessary the welfare state is, has an impact on the economy and its efficiency. However, it is not easy to introduce a model of social policy, which would correspond to the logic of the transformations of the modern economy and at the same time follow the principles of social justice. Despite many critical comments on the implementation of the existing concept of the welfare state, as well as a number of proposals for reforms, significant changes in its functioning have not followed. Limiting the scope of the welfare state, or an attempt to change the concept, is a very difficult goal to achieve. This results not only from the resistance or social opposition, but from many other important factors, the analysis of which is the subject of this article.
