Innovation and competitiveness of business environment as a stimulant of development of Warmia and Mazury

Summary/Abstract: The main aim of this study is the diagnosis of the situation of the most important business environment institutions (BEI) in the context of their innovation and competitiveness, as well as characteristics of the actions taken by the regional government of Warmia and Mazury voivodeship in strengthening the capacity and the impact of BEI. BE is defined in the study as non-profit institutions which means that they do not operate for profits or allocate profits to the statutory objectives. These units have a material and technical base, staff and competencies needed to deliver services for socio-economic development of the region. Different categories of actors constitute business environment , including: regional and local development agencies, training and consulting centers, organizations representing businesses, institutions operating for the benefit of innovation: technology transfer centers, institutes and R & D centers to act as centers, centers of innovation and entrepreneurship (which are classified as business incubators and technology incubators, centers or science and technology parks, etc.), loan and guarantee funds. One hundred and twenty six business institutions have been identified in the region of Warmia and Mazury, of which 54 responded to the questionnaire survey. The empirical material collected in this way was analyzed by the scoring method managed to identify the most important institutions in terms of their innovation and competitiveness. In this way there was separated a group of institutions characterized by varying the composition both in terms of legal and organizational forms and types of activity. The study proves a skeptical approach to innovation which justifies the action taken by the provincial government especially with regard to building a Regional System of Services.
