Summary/Abstract: The process of building-up a united Europe after the Cold War has proved in a deep crisis lately. The unfavorable development of the transition process and the questionable results of the ongoing reforms started in the countries of Southeast Europe do not seem so much a consequence of macroeconomic imbalances, as rather of more fundamental problems. The economic problems of the region are essentially problems of the backwardness. The peculiarities of Southeast Europe and the hardships the European Union faces suggest a possibility of finding new arguments in support of the idea of „a development at different speeds in Europe“. Many other factors also influence the processes in Southeast Europe, the strongest impact among them having the geo-political clashes between the USA, Russia, China and, certainly, Turkey as a great regional power. They will all, presumably, take effect on the perspectives of integration of the West-Balkan countries into the European Union.
