Summary/Abstract: The purpose of this article is to show the potential behaviors of local governments, which stimulate the development of innovative business activities based on a specific set of institutional theories of regional development. The basic hypothesis of the research assumes that the regional authorities should actively formulate regional innovation policy, and then implement it.
