Summary/Abstract: Merely since the beginning of this millennium, social exclusion concept and necessity for development of social inclusion policies are acquiring important position in Europe, especially in the EU countries. Here, we will try to analyse this problem within the context of needs for new development approach (human development, development based on human rights, millennium development gaols) and by example of Bosnia and Herzegovina. In connection to this, our starting point is that identity of an individual or group are significantly determined by social-economic factors, which enclose the concept of social exclusion.
