Summary/Abstract: In the context of global problems’ development it is necessary to turn back forming reading needs and skills procedure in the primary grades because there in the western Europe was started reading crisis in 1973 because of the civilization changes, and it also reached Lithuania. There are higligted tasks of public attitude to schools as the most important future citizen and active reader’s educators. The aim of this papers is to analyze the ideas of such documents: „International Reading Literacy Project of 1998–1999 school year“ on the basis of Denmark; „Progress in International Reading Literacy Study“ (PIRLS 2001); „Sociological Study „Reading, Trends and Needs“; „Conception of Reading Motivation and Language Development Skills“.
