Summary/Abstract: The demonstrations of the year 1981 in Kosove obliged the Serb clan in the Yugoslav leadership to throw off the mask of demagogy, to demand, under the pretext of the “non-violation of the borders” and of the “preservation of the unity of the Federation”, the taking of military and police measures for their extinction; “to settle accounts with the Albanian nationality in Yugoslavia”; the suppression of the autonomous regions”, a radical change in the policy followed in the region in the most vital sectors of the political, social, economic and cultural life. This pressure on the federative forums and the region’s leadership was growing more and more. Finding an excuse from these stands, the state and political structures, the organs of the Yugoslav media intensified the propaganda against “the Albanian nationalism and irredentism” which was presented as the greatest enemy of the peoples of Yugoslavia and, allegedly, incited and activated the nationalism in the ranks of the Slav peoples. Under the pressure of the Serb clan, the Yugoslav leadership declared the emergency situation and approved the dispatch to Kosove of the troops of the army and militia which put under their control the offices and main institutions, were present in the strategic important points, in the crossings, and patroled the main roads and town centres. In the world press it was underlined that, even eight months after the demonstrations, no-one, besides the Yugoslav civil servants was allowed to enter or go out from the region, whereas the tanks which were withdrawn from the crossings remained in readiness in the forests around the chief town and near the airport of Prishtine. These actions were accompained with measures which enlarged the competence of the specialized organs of the security and of the ministry of interior, from the Region up to the Federation, with the strengthening of the regional organs of the interior, of the system of the territorial defence, of the judicial ones, with the creation of new police centres and of the mobile militia squads.
