Summary/Abstract: In Yugoslavia, according to the official census of the year 1981, and., independently from the manipulations., lived 1 73 1252 Albanians. They were equal with the Slovenes, more than the Macedonians, and much nlore than the Montenegrins., peoples who had formed republics within the Yugoslav Federation. The lands inhabited by the Albanians distinguish by fhe national belonging of the population., the geographical extension., are in continuance with each-other., and are situated in continuation of the land belonging to the native trunk. In their regions they have preserved the national individuality, the econolnic and social integrity. the language. history. culture \vhich distinguish thenl frol11 the other peoples ofthat state. Independently 1'roln all this. after the Second World War, the Albanians \vere and remained a ""foreign and harn1ful elelnent for the state of the south Slavs". They \vere not allowed to make up a national and econolnic unity. but \vere pal1itioned and treated as a chattel ofbarter. This policy was in open opposition \vith the prol11ises Illade during the War by the comlTIunist leaders ofYugoslavia \vho had spoken about the equal rights ofthe peoples and had treated the Albanians as the other peoples lTIaking lip the Yugoslav state.
