Summary/Abstract: The study of an organization’s culture will become in the future more necessary because we cannot govern an organization without knowing its values, the organization resembling a small nation with its own beliefs and values. Only knowing an organization’s culture can we act accordingly with it and only if we take it into consideration can we change it. Representative cultures often have a certain degree of rigidity and inflexibility and are often under the threat of losing their sensitivity when internal changes occur or external ones which are in fact a threat to the well being of the organization. Because the changes determined by the external environment are fast we cannot say that there are ideal cultures, but we can definitely state that, regarding the future, the ideal cultures are the flexible ones. However, to change a Romanian bureaucratic, protected and isolated institution into a flexible, available and open one we must be aware that we need time, faith and perseverance, but also an adequate, modern and European legislation within the college education system. No reorganization program will ever change anything unless it is accompanied by changes at a structural level.
