Summary/Abstract: For centuries, all public policies on Roma issues were framed by two competing doctrines, the „Theory of Social Inclusion” and the „Theory of Racial Discrimination”. The author analyses the main elements of these doctrines, and resorts to the example of Rumanian Strategy on Roma to underline its ecclectism.
