Public management improvement with the applience of analysis results of quality changes

Summary/Abstract: This paper attempts to diagnose the local government unit of analysis demonstrating the usefulness of qualitative changes to improve the community. We used the methodology of qualitative analysis of the changes on the basis of the recived results of the diagnosis to determine the improvement of local government units. Components and the areas of local events taking place were identified. Due to the careful observation of events and a corresponding selection of written record results a rich source material for application was collected. Radical quality changes, their inter-relations as well as positive and negative tendencies which should be neutralized were indicated.
