Summary/Abstract: Once communism was introduced in Romania, it brought along a new political regime, novel approaches to social and cultural life. These were significantly affected due to the obligation to submit to new political directives emanating from Moscow. One of the phenomena that manifests prominently in the cultural domain, of which public libraries are an integral part, is censorship. This phenomenon was not novel but was systematically regulated and taken to an extreme to ensure state control over all aspects of citizens' lives. Writers, journalists, and libraries were compelled to adhere to strict norms, with their activities being meticulously controlled. The public library of Constanța, and subsequently the county, was obliged to conform to new requirements, maintaining an activity that, in addition to promoting reading and mass culture, was aligned with the directives of the single political party. The year 1989 restored democracy to Romania, and the library continued to develop and exercise its role as a catalyst for local social and cultural life.
