Summary/Abstract: In recent decades, public procurement has evolved beyond an administrative function, becoming a strategic tool for stimulating economic development, social cohesion and innovation. Alignment with European policies such as Europe 2020 and the implementation of the National Recovery and Resilience Plan (NRRP) have highlighted the need to reform and modernise the national public procurement system in Romania. The article analyses the contextual benchmarks and major challenges encountered in this process, including reduced administrative capacity, legislative instability and digitalisation difficulties. It also highlights the importance of opening up national markets to EU companies and increasing the participation of SMEs through measures such as contract fragmentation and simplification of documentation requirements. The National Public Procurement Strategy (SNAP) 2023–2027 proposes the professionalisation of the procurement function, the integration of environmental and social criteria, and the centralisation of processes to ensure transparency and efficiency. The main objective is to transform public procurement into a catalyst for Romania's socio-economic modernization, promoting innovation, sustainability and social inclusion.
