Summary/Abstract: This report analyzes the process of digital transformation of public administration and its consequences for the structure of state power and national security. The study examines the penetration of algorithmic systems, artificial intelligence and big data in the processes of making managerial decisions. It reveals how these technologies significantly increase the analytical capacity of the state, especially in managing complex crises. At the same time, they create new risks associated with algorithmic opacity, concentration of technological power and dependence on digital infrastructure. The report introduces the concept of digital dehumanization of governance as a process in which part of the management functions are delegated to algorithmic systems. The analysis shows that this transformation changes the architecture of modern state power
