THE ROLE AND SIGNIFICANCE OF SOCIAL POLICY TOWARDS CIVIL VICTIMS OF WAR

Summary/Abstract: This paper analyzes the relationship of social policy towards civilian victims of war and their mutual correlation in Bosnia and Herzegovina. The ultimate goal is to find answers to the questions of how to respond to the needs of civilian victims of war through quality social policy in Bosnia and Herzegovina. Social policy has a special role in achieving social justice, social rights, reducing social inequality and general humanization of society in Bosnia and Herzegovina. In this regard, the implementation of social policies in the area of care and protection of civilian victims of war is increasingly focusing on deinstitutionalization and thus striving for trends in the care of civilian victims of war to move towards care not at the state level, but at the local community level. What could be one of the solutions or state strategic directions is the development of different models of support, with the support of the people closest to them, or the support of the primary social network with the support of the state. The fact is that our society must face the challenge of creating a system that will be adapted and in accordance with the needs of the category of civilian victims of war. An important prerequisite for improving the status and care of civilian victims of war is through the implementation of quality and legally established social policy. The relationship of social policy towards the category of civilian victims of war is very intimate, by the very fact that it deals with various social segments, and civilian victims of war are precisely one of the most vulnerable social categories whose human, social and other rights should begin to be implemented as required by international conventions that are an integral part of social policy, and not just be a dead letter on paper.
