Summary/Abstract: The article analyzes the use of European Social Fund (ESF) resources in Poland between 2004 and 2022. It discusses the scale of financing, main areas of support, and the social and institutional effects of ESF interventions. The study highlights that the ESF played a particularly important role in the development of employment policy, social integration, education, and the social economy, contributing to improvements in the labor market and the social inclusion of millions of people. At the same time, it points to an excessive focus on employment-related activities at the expense of other areas of social policy, insufficient interinstitutional coordination, bureaucratization, and the lack of sustainable integration of project results into mainstream public policies. The article concludes that although the ESF has significantly contributed to the development of human capital, its potential to drive systemic reforms has not been fully realized.
