Summary/Abstract: This study analyzes Ordinance No. 04-14 of 2019 on the certification of balneological (medical SPA), SPA, wellness, and thalassotherapy centers in Bulgaria. The research aims to assess the effectiveness of the regulatory framework, identify its strengths and weaknesses, and propose improvement strategies. The methodology includes a comparative analysis of the ordinance against international regulations and best practices in health and wellness tourism. The key findings highlight the need for more flexible regulations, promotion of innovation and sustainability, and enhanced professional qualifications in the sector. The conclusions suggest that aligning the regulations with global standards and integrating a national tourism brand will strengthen the competitiveness of Bulgarian SPA and wellness destinations. The practical application of this study lies in recommendations for optimizing the ordinance to support business development without restricting innovative models and small entrepreneurs.
