Summary/Abstract: Purpose: The purpose of this study is to substantiate a managerial approach to the development of digital skills among healthcare workers as a strategic tool for enhancing the efficiency, resilience, and adaptability of Ukraine’s healthcare system under conditions of digital transformation. The research aims to reveal the organizational prerequisites and management mechanisms that ensure the sustainable integration of digital competencies into the professional activities of medical institutions. Design/Method/Approach: The study applies a qualitative research design that integrates system and content analysis, structural-functional comparison, and elements of narrative review. Fifty-two verified academic sources were systematically selected from Semantic Scholar and Google Scholar databases according to predefined markers: digital skills, healthcare, transformation, Ukraine. The research methodology emphasizes the institutional approach to digital transformation, focusing on managerial culture, leadership, and human resource development as key determinants of successful implementation of digital innovations in healthcare. Findings: The study establishes a comprehensive typology of barriers that hinder the development of digital competencies in the medical field, grouped into infrastructural, competence-based, organizational, cultural-social, and regulatory-ethical categories. It is demonstrated that the lack of a holistic strategy for digital upskilling among healthcare workers reduces the efficiency of digital services, despite their formal implementation. The authors have developed and characterized three management models of digital competency development – institutional adaptation, network integration, and centralized reform strategy. The study proposes a conceptual framework of institutional digital maturity, identifies critical factors of organizational capacity, and formulates recommendations for personalized digital training through micro-qualifications, digital portfolios, self-diagnosis tools, and adaptive e-learning platforms. Theoretical Implications: The research expands theoretical understanding of the relationship between digital transformation and healthcare management by linking institutional capacity, leadership culture, and digital literacy. The proposed analytical framework can serve as a theoretical foundation for further studies on digital governance in the social sector. Practical Implications: The developed model and its practical recommendations can be used by healthcare administrators and policymakers to assess digital readiness, design targeted staff training programs, and improve institutional adaptability to technological change. The results are particularly relevant for hospitals undergoing restructuring, public health agencies, and educational institutions involved in medical staff training. Originality/Value: The originality of this work lies in the development of an integrative conceptual model that combines adaptive educational technologies and managerial mechanisms to support the sustainable development of digital competencies among healthcare workers. This approach provides a scientific basis for transforming fragmented initiatives into a systemic national strategy for healthcare digitalization. Research Limitations/Future Research: The study is conceptual and analytical; empirical verification of the proposed model has not yet been conducted. Future research should include the development of measurable indicators of digital maturity and pilot testing in healthcare institutions of various types and ownership forms. Paper Type: Conceptual
