Summary/Abstract: Thе study offers a comparative legal analysis of two European Union civilian missions under the Common Security and Defence Policy (CSDP) — EULEX Kosovo and EUBAM Libya. The analysis focuses on their mandates, the extent of delegated public powers, and the emerging case law concerning their legal responsibility, while outlining both the differences and the shared structural features of the two missions. Incorporating the Bulgarian national context illustrates how Bulgaria’s participation translates into a concrete contribution to the EU’s broader commitments and supports the operational work of the Union’s civilian missions
