Summary/Abstract: In the article, the authors, based on the analysis of a number of sources, show the origin and history of the emergence of university education in Ukraine in the 19th century, using the example of St. Volodymyr University, which is a part of the cultural history of Ukraine in the 9th grade of secondary school. In particular, during the coverage of the issue, it was established that the university education of Ukraine played the role of a cultural center in Eastern Europe. A prominent place here was occupied by the aforementioned university, the origins of which go back to the Kremenets Lyceum. In addition, it was found that the universities of the Russian Empire were created on the model of German and Austrian universities. Virtually everything was copied. Along with the internal structure of the institution, the organization of the educational process, and the titles of the teaching staff, Western European university traditions and customs were transferred to Russian soil. However, unlike Western European ones, they were created by the state. It is emphasized that the Russification policy, which was developed in the Ukrainian territories in the first half of the 19th century, had its negative consequences, which also affected the state of education and the general level of literacy, which the governor generals of Kyiv, Podilsk and Volyn provinces tried to improve already at the regional level. Universities founded on the territory of Ukraine were not only the centers of the general education process in certain school districts, they also fulfilled the role of scientific and methodological centers, provided the scientific rationale for the further development of those branches of the national economic complex determined by the natural and historical conditions of the region. It is shown that the general state of education in Transdnieper Ukraine was determined by the academic policy of tsarist Russia, which aimed, on the one hand, to use the cultural-historical, socio-economic potential of Ukraine, and, on the other hand, to achieve political and ideological goals in the province with " foreign tribal» population: complete Russification, elimination of opposition, creation of highly qualified personnel loyal to the government.
