Summary/Abstract: During the interwar period, science and academic education in Poland faced the challenges of bureaucratization, manifesting in the dysfunctional actions of the Ministry of Religious Denominations and Public Enlightenment, which was responsible for overseeing these areas. This bureaucratic context was negatively influenced by current political agendas. Scholars’ aspirations to secure freedom in research and teaching led to the concept of the National Culture Fund, directed by Stanisław Michalski from 1928 to 1939. Although a state institution, it was not placed within the structure of any ministry. It represented a unique example of an institution free from bureaucracy during an era of increasing bureaucratization of science in the Second Polish Republic.
