Summary/Abstract: At the dawn of the 21st century, risk and uncertainty have become hallmarks of global politics. Over time, the use of risk in security has become more and more intense, and it has established itself as one of the key concepts in this field. Risk is associated with a situation, with a phenomenon, inherently shrouded in uncertainty and ambiguity, which institutions must make measurable and preventable. The aim of this paper is to trace the extent to which this concept has entered the strategic and normative discourse in Bulgaria, i.e. when the concept emerged, how it relates to others, how it has evolved over time, and how it contributes to the prioritization of security policies.
