Summary/Abstract: A difficult criminal situation has also emerged in modern society in the field of combating crimes against public health and public morality, which is reflected in a significant increase in smuggling offenses, as well as acts of evading customs payments. The relevance of this research topic is determined by the specifics of customs relations within the Eurasian Economic Union (formerly the Customs Union). Certain differences in the design of smuggling routes and in ensuring the movement regime of goods across state and customs borders of the member states contribute to the illegal circulation of smuggled goods from third countries into the territory of host countries. Therefore, the most serious approach is required regarding the unification and harmonization of the most important normative acts adopted, as well as the coordination of the organizational measures taken. Moreover, with participation in the World Trade Organization (WTO), the generalized disproportion between import and export has worsened, placing the producer in a highly disadvantaged position, forcing them to seek sales options for their products—often through criminal means. This situation further contributes to the increase in customs payment evasions, along with the tendency to reduce customs payments, often down to zero.
