Summary/Abstract: This article explores the Internal Managerial Control System (SCIM) as a central instrument for modernizing public administration, highlighting the role of the legal advisor in strengthening legality, transparency, and institutional performance. The analysis combines relevant case law and best practices from Romanian public administration, emphasizing the importance of balancing managerial responsibility with specialized legal assistance. It integrates doctrinal perspectives, recent jurisprudence, and best practices, highlighting contemporary challenges ranging from formalism and superficiality to adaptation to digitalization and European governance standards. Through a critical and integrated approach, the article demonstrates how SCIM can transcend procedural formalism, becoming a vector of prevention, accountability, and mature organizational culture capable of addressing the complexity and demands of the 21st century.
