Summary/Abstract: This study aims to analyze the manner in which public law influences – or rather, should influence – the activity of Parliament. In practice, however, the reality often departs from the substantive and formal rigors that ought to govern the work of Parliament. We refer primarily to the following aspects: the significance of complying with legislative drafting rules; the procedure for adopting laws while observing the distinction between organic laws and ordinary laws; adherence to the principles of clarity and predictability of the law; respecting the role of Parliament as the sole legislative authority of the country and the distinction between ordinary and emergency ordinances; and the influence of the constitutional regime of emergency ordinances on the legislative process in Romania.
