Summary/Abstract: The article analyses mainly Polish and European administrativelaw publications in order to reconstruct the terms ‘knowledge-based admin-istration’ and ‘expert’. It has carried over examples of ‘experts’ and their rolein the decision-making process of public administrators. In this regard, theanalysis particularly focusses on the issue of reasonability as an element of thedemocratic legitimacy to govern. Public administration, among other things, because of technological and civilisational progress, does not have a monop-oly on knowledge and must demonstrate the validity of its actions. For thispurpose, it becomes necessary to use external, independent expertise as wellas to continually process and reuse and appropriately manage the existingdata. De lege ferenda postulates are presented in the conclusions of the article.
