Summary/Abstract: Teachers' attitudes to decentralisation of qualification refinement are positive. The main advantage of a qualification refinement system is claimed to be the decrease of time used to refine qualification. This provision is expressed by teachers with different qualifications. Due to the conditions of decentralisation of teacher refinement, communication among all the Lithuanian teachers is missing more. Personal resources are spent on financing performances of qualification refinement; therefore, an opportunity to know more about changes in the capital's cultural life is decreased. Attitudes of teachers with different qualifications towards the drawbacks of decentralisation of qualification refinement have not been statistically confirmed.
