Summary/Abstract: This paper examines the role of the third sector in youth participation through two case studies: Tampere (Finland) and Lublin (Poland). NGOs have evolved from service providers to influencers in decentralization and democratization processes. The research analyzes the theoretical framework and practical outcomes of empirical research conducted in these cities using desk research and semi-structured interviews with NGOs, decision-makers, public officials, teachers, and young people. Findings suggest that while most NGOs primarily provide services and advocate, they also act as interpreters and mediators, though this role is limited. Lublin shows a more developed role for the third sector extending beyond facilitation.
