Summary/Abstract: The increasing Allied bombing offensive on the territory of the Third Reichcaused aggravation of the housing problems. Since September 1943, the Nazi authoritiessought a solution in the program of the Deutsches Wohnungshilfswerk (DWH). This conceptwas also implemented in the Lower Silesia region. This area was treated as a safe place,therefore hundreds of thousands of refugees were sent there and dozens of arms factorieswere relocated. It was assumed that refugees would be accommodated primarily in tempo-rary houses constructed thanks to the DWH program. During 14 months, approximately20–25% of the planned accommodation for several tens of thousands of people were built.
