Summary/Abstract: The purpose of the article is to study the decisions of the top party leadership of the Soviet Union and the USSR KGB (State Security Committee) to expand publicity in the operational and service activities of state security bodies at the beginning of the Gorbachov era and to highlight the characteristics of external public communications of the KGB in 1985–1987.
