Summary/Abstract: This analysis is based on field research conducted by the Forum for Ethnic Relations in May 2017, which included in-depth interviews with representatives of national minority councils and organizations addressing minority issues in Serbia. The main findings highlight systemic challenges in the official use of minority languages, unequal democratic participation, underrepresentation in public institutions, ambiguous status of minority councils, and varied relationships between the state and different minority groups. Despite legal guarantees, implementation remains weak due to administrative limitations, territorial dispersion of some minorities, and lack of political will, especially impacting the Roma and other smaller communities.
