Summary/Abstract: Today, it is seen that the rapid population growth in the global arena and the unplanned and unhealthy concentration in the urban area due to this, create pressures on the environment. In addition, it has become widespread in situations that will negatively affect the sustainability of the lives of humans and other living things in the urban environment and cause damages. However, there is an increase in the negative impacts of factors such as global climate change, disasters as natural and man-made disasters, disaster risks and threats on cities as spatial structures and living spaces. This situation is very important in making fragile and vulnerable cities resistant to the risk of extinction. In this direction, it is of great importance in terms of ensuring and improving urban resilience to formulate holistic, flexible, inclusive, appropriate and rapid plans and policies such as making cities ready for risks and hazards, improving their combative structure, taking various measures, adapting to new conditions, protecting the existing structure in urban management and improving urban security. In this respect, analysing the strategic plans, which are obliged to be prepared and implemented by legal regulations and which show the ways to be followed in terms of achieving the medium and long term goals, performance criteria and targets of metropolitan municipalities involved in urban management, has a key role. The aim of the study is to evaluate the perceptions of urban resilience, awareness levels and the criteria of the activities carried out by municipalities as a local government unit and metropolitan municipalities in particular in the strategic plans prepared to cover a 5-year period. In this context, the basic approaches of international organisations such as the Organisation for Economic Co-operation and Development (OECD), the United Nations (UN) and the World Bank (WB) on urban resilience have been taken into account during the analysis. In the study, the strategic plans of Manisa and Muğla Metropolitan Municipalities covering the years 2020-2024 were analysed. Within the scope of the study, relevant documents were obtained from the websites of metropolitan municipalities and analysed by content analysis method. Evaluations were made in the light of the information obtained.
