Summary/Abstract: The services provided by local governments as the closest organization to the citizens at the local level in order to satisfy their demands and meet their common needs are very important. Due to the increase in the workload, duties and responsibilities of local governments with the change and transformation over time, it is an effective solution for local organizations in the national and international arena to come together and carry out their activities for all kinds of services in cooperation. In this context, the Union of Turkish World Municipalities was established on 12 November 2003 with the decision of the Council of Ministers in order to identify local government problems and find solutions by taking into account the common culture and civilization, geographical location and historical characteristics of the Turkic World, to improve the service quality of local governments, to benefit from their experiences in economic, social and cultural fields, and to move forward in brotherhood, friendship, cooperation and solidarity. Turkish Republics and Relative Communities in Central Asia, Balkans and Caucasus regions, Local Government Organizations and unions formed by these organizations can be members of the Union of Turkish World Municipalities, with priority given to Turkic Speaking Countries and regions. The Union is headquartered in Istanbul and has 1200 members from 30 different countries, including 289 municipalities from Azerbaijan and 151 from Turkey. The aim of the Union is to protect cultural and historical heritage and develop cultural partnerships. In addition, to solve the problems of cities with common historical, geographical and cultural characteristics, to produce and implement solutions, and to carry out programs and projects aimed at developing urban culture and urban identity. However, local governments are also involved in guiding, encouraging and supporting municipalities in particular to realize their activities in their service areas and to improve their service delivery. There are also consultation activities such as establishing relations between municipalities at the international level, developing cooperation, maintaining sister municipalities, organizing joint projects and activities, and providing opinions on local government issues upon request. The aim of this study is to analyze the Union of Turkish World Municipalities, which was established to develop cooperation among local governments, and its activities. In this direction, the relevant literature on the subject will be reviewed and evaluations will be made in accordance with the purpose of the study with the data obtained.
