Dual learning at the National School of Public Administration (Summary)

Summary/Abstract: In the spring of 2023, a number of changes were introduced in the Civil Service.Most of them are corrective in nature, but the introduction of a new mode of ed-ucation at the National School of Public Administration – seemingly the mostinsignificant of the amendments – may be an interesting example of safe en-couragement for self-development of Civil Service Corps employees. This studypresents a comparison of education modes at the National School of Public Ad-ministration, as well as alternative paths for educating staff in the broadly un-derstood budget sphere. The journalistic sources as well as provisions of na-tional law and interpretations of provisions from commentaries, were analyzed.
