Summary/Abstract: There are strong normative and rationalist ideas in the lobbying transparency debate. One common thinking is that the transparency of lobbying makes information publicly available and thus helps public understanding of policy as well as control of legislative processes, all intending to increase accountability. Another line of argument about lobbying transparency aims to make the process visible to political insiders and that immediate visibility promotes respect for the rules of the game. In most of these scientific reflections, there is room for understanding, but also consideration of regulations on lobbying, which indicate certain potential advantages that make the norm of lobbying essential from that aspect. On one hand, greater attention is focused on formal laws that are explicitly dedicated to lobbying and lobbyists. However, on the other hand, the focus is on transparency and disclosure of lobbying activities. The starting point for this paper is the just-mentioned argumentation, i.e. the assumption that transparency in part of the legal regulation of lobbying becomes a designed codified norm. In the paper, the author tries to emphasize this premise, pointing to the principle of disclosure of information that represents the basis of communication between all actors in the lobbying process. Furthermore, it describes the rules, measures and other regulations that are appropriate for lobbying activities.
