Summary/Abstract: The aim of this paper is to present the development of the idea of cooperation over the centu-ries and to show examples of solutions in this area. These include initiatives involving entire statesas well as individual cities or local self-government units. In addition, the paper tries to show thattaking multi-stakeholder actions is usually more profitable than acting alone.
