Summary/Abstract: In the contemporary world we face changes in the traditional strategies of war on crime. Ever so often, we observe the tendency of abandoning the punitiveness and repressiveness in regard to the individuals who committed crimes or offences in favour of the humanitarian and abolitionist treatment. This is visible especially in humanisation of rehabilitation measures in regard to minors. It happens not only because of the positive experience in this field of the countries with a high rehabilitation culture, but also because of the inspiration of the specialists in penitentiary issues with human approach to this issue. For the last few decades, the traditional rehabilitation in dosed institutions has been subject to intensive scrutiny of the organisations of international reach. Special role is played here by the United Nations and European Union that collect information on the situation of youths in their member countries also on the issues of respect for the rights of children and youths, and on the national measures aimed at the fight with crime by imprisonment [2; 3; 6]. These institutions worked out the principles of protection of the rights of children and youths who break the law, constituting recommendations for the judiciary system, the police and, most of all, for the whole system of rehabilitation, correction and prevention around the world.
