Summary/Abstract: R. Musgrave in his seminal works from 1957-59 introduced the concept of merit good in order to solve a problem in his own theory of public finance. These goods are provided through public budget and may involve interference with consumer preferences, i.e. implementation of consumer sovereignty and coercion is warranted in providing those goods and services. An example of merit good is education. This paper seeks to explore the possibility of justifying public action on the tourism market through the concept in question. For this reason merit goods and possible public actions on the tourism market have been identified.
