Summary/Abstract: Preambula of the Czech Constitucion and our Western civilization based on the protectionof the principes of freedom, equality before the law and God, legitimacy and legality,the rule of law, justice, tolerence, and secularity are more and more confronted withexternal impacts and security risks arising from globalization. It is problem of Clash ofCivilizations in East Europe. Within the framework of global justice, the influence and roleof the International Crime Court is gradually growing.
