The possibilities of the utilization of Public-Private Partnership Tools in the process of managing of local government units

Summary/Abstract: The development of Public-Private Partnership in the last few decades is the reaction to two mega trends: market deregulation and faster economic change (globalisation). Hence, the main goal of PPP is to shape such relationships between the parties so that the party bears the risk who is capable of controlling it better. When a local government hands over more economic tasks to the commercial sector, it wins the capacity to focus better on finances and development strategy and it becomes in a way a non-profit holding. At present, in Poland the low level of social capital is the biggest obstacle which affects the development of Public-Private Partnerships. This can be observed in such negative phenomena as corruption, clientelism, populism and very high expectations regarding government provision.
