Summary/Abstract: On August 27, 1944 the Council of Ministers in Bucharest decided to investigate “the generals that during this war have been guilty of certain moral deficiencies, which made our army suffer disastrous loss.” Based on this decision and under Decree no. 1,850/October 10, which provided for imprisonment measures against those guilty of the nation’s disaster, many generals of the Romanian army began to be arrested, in most cases without any precise indictment counts.
