Summary/Abstract: The theater system of Bosnia and Herzegovina in the institutional, and thus also in the regulatory aspect, has historically lagged behind other European communities. Nevertheless, since the establishment of the first state institutions, the network of the newly established theater system was normatively included in the broader framework of the state union to which the territory of Bosnia and Herzegovina belonged, from the Kingdom of SHS to the Second Yugoslavia. Only through the processes of significant constitutional decentralization in the seventies of the last century were the prerequisites for independent normative regulation and the adoption of the first acts in the field of theater activities in Bosnia and Herzegovina. The current constitutional arrangement of Bosnia and Herzegovina implies a high degree of decentralization, within which the authority over the creation and implementation of most public policies is divided between lower administrative levels of public administration - entities and cantons. In such a complex system, Bosnia and Herzegovina can have twelve different laws regulating the same cultural activities(currently there are five theater laws), which in practice means hundreds of different laws on individual cultural activities. Such a complex system of legislation in culture undoubtedly represents a unique case, especially when taking into account the size of the country, its economic conditions and the degree of development of the cultural sector.
