Summary/Abstract: Although the science of administrative law developed slowly in interwar Lithuania, the realities of life dictated the need to develop such institutes of administrative law as civil service, administrative procedures, control of the legality of public administration, organization of public administration, and others. Draft laws on the Civil Service, the Administrative Court, the Conduct of the Administration, and the Administrative Procedure were drafted. In addition, several attempts were made to reform the administration, to establish international or national schools, and institutes for the training of qualified civil servants. Unfortunately, not all these plans were destined to be implemented. There are several reasons for this: firstly, the slow development of the doctrine of administrative law, which led to a lack of knowledge about the organization of the governing apparatus, the principles of governance, legitimacy; secondly, the invasion of Soviet power, which prevented the adoption of the 1939-1940 drafted laws on the Civil Service, the Administrative Court, the Administrative system, and others.
