Summary/Abstract: Power has been the dominant concept in all relationships throughout human history. Societies that hold power have always tried to use this advantage in their bilateral relations. In the discipline of international relations, there are two different types of power. These are; hard power and soft power. In the past, states and societies have generally tried to develop hard power opportunities and tried to maintain their relations through this power. But over time, only hard power was not enough for the states; soft power elements have also started to be used. Especially with the transition to the unipolar world order, it has taken its place as a new alternative besides soft and hard power. In this study, as a public diplomacy tool for the samples examined smart power usage in Turkey and a number of analyzes have been made.
