Summary/Abstract: The purpose of this paper is to present a model for planning the development of naval forces in a medium-sized state, on the example of Poland, through their accurate and effective modernization. Taking up such a subject results from the mediocre results of modernization efforts to date. Therefore, it is advisable to apply methods for programming and planning the development of naval forces, typical of management and quality sciences, as it is practiced in most of the North Atlantic Treaty Organization states. Such an approach made it possible to formulate a preliminary assumption, which states that an accurate and effective model of planning the development of naval forces is possible through the identification of an appropriate sequence of modernization activities and the related tools and methods typical of management and quality sciences. Such an approach to planning at the strategic level, and then at other levels of management of the process in question, enables the creation of accurate and justified programs for the development of naval forces, avoiding wishful thinking and erroneous assumptions, which in effect result in delays in the implementation of tasks or even their abandonment.
